Greater Norwich Local Plan Review: Call for Sites Now Open
On Monday 9th February 2026, the Greater Norwich authorities (Broadland District Council, Norwich City Council and South Norfolk Council, working in partnership with Norfolk County Council) launched a Call for Sites as part of their early evidence gathering stages for the review of the Greater Norwich Local Plan (GLNP). This marked a critical moment for developers, land promoters, and landowners to put forward sites for potential future development with the hopes of influencing strategic planning decisions and helping to shape long-term growth in the region.
The Call for Sites will run until Monday 23rd March 2026 and invites submissions for land that may be suitable for housing, employment, or other development uses across Broadland, Norwich and South Norfolk. These sites will then be assessed by the councils and may then be used to inform future allocations within the revised GLNP.
It is important to point out that having your land assessed does not grant planning permission and it does not guarantee allocation, but it does ensure that the site is formally reviewed and recorded as part of the evidence base.
WHY DOES THE CALL FOR SITES MATTER?
The review of the GNLP is being driven by national planning reform and a revised need for housing, set by the government. By commencing the review early, the authorities aim to retain control over where growth is directed, ensuring development is supported by appropriate infrastructure, environmental safeguards, and community benefits.
HOW CAN WE HELP?
We provide multidisciplinary engineering and environmental services to support land promotion and Call for Sites submissions. We do this by combining our detailed understanding of Norfolk and the Greater Norwich area with a fully integrated, multidisciplinary team of consultants and engineers to help de-risk sites early, strengthen submissions and maximise prospects for future allocation.
Over the past decade, local authorities have placed an increased emphasis on robust evidence of deliverability, meaning everything from infrastructure and access arrangements to environmental constraints and sustainability considerations must be considered – and considered as early as possible. Early technical input is therefore critical in demonstrating that a site is both realistic and viable.
We can support Call for Sites submission through:
- Strategic Site Appraisal: Early technical and planning due diligence to identify opportunities, constraints, and development potential, providing a clear evidence base to support site promotion.
- Transport & Highways Feasibility: Access strategy development, junction capacity assessments, sustainable transport analysis, and early engagement with highway authorities to demonstrate safe and deliverable access solutions.
- Flood Risk & Drainage Strategy: Flood risk assessments, surface water management strategies, and initial sustainable drainage (SuDS) designs to confirm technical viability and policy compliance.
- Utilities & Infrastructure Capacity: Constraints analysis covering utilities, energy, and servicing requirements, helping to identify capacity, any reinforcement needs, and realistic connection strategies.
- Environmental Support: Air quality, noise, and environmental constraints analysis, supported by site visits and real-time data collection to inform development strategy and reduce environmental risk.
- Engineering-Led Masterplanning Input: Integrated infrastructure and servicing strategies to support sustainable and deliverable development proposals, aligned with planning and funding expectations.
