Who is Barrie?

Barrie is a Chartered Engineer and Regional Director with over 27 years’ experience in highways and infrastructure planning. He joined Create in 2011 and has since played a key role in the growth and performance of our Civil Engineering team, as well as managing our Glasgow office and Scottish client base. Prior to this, Barrie worked at Beattie Watkinson and Millard Consulting. He began his career in engineering consultancy in 1995.

What Barrie brings to our team?

Barrie brings strong leadership, technical expertise and a proven ability to solve complex challenges. He leads the delivery of coordinated, functional highways and drainage infrastructure, drawing on experience across feasibility, planning, technical reporting and drawing, discharge of planning conditions and programme management. His detailed understanding of highways networks, including major trunk roads such as the A47 and A11 in East Anglia, enables him to navigate approval processes and technical challenges effectively.

Outside of work

Barrie hates the cold, which is a problem living in Scotland. He enjoys all sports but has a particular fondness for rugby and athletics.

An £8m strategic development delivering 1,000+ new homes on the edge of Bicester. Create provided multidisciplinary services over five years, resolving critical inherited drainage flaws that unlocked Phase Two for Countryside Properties.

Supporting Ørsted since 2018, we’ve delivered key DCO, planning, and technical compliance services for Hornsea 3 – a major offshore wind development and critical component of the UK’s 2030 energy strategy. Our role spans from pre-application to construction.

In January 2023 the northbound carriageway of the A21 near Hastings was closed due to a landslide. We were appointed by MJ Church Group to provide Geo-environmental services.
