Who is Paul Zanna?

Paul is a project management, site acquisition and planning specialist with over 30 years’ experience supporting the delivery of landmark events and national infrastructure projects. He joined Create in 2018 as a Technical Director, initially responsible for the growth of our Transport & Highways and Air Quality teams. Since then, Paul’s role has veered towards Business Development and specialised project management – with Dr Saba Manzoor taking over Air Quality. Prior to Create, Paul worked at The Banks Group and as Head of Development Planning (Scotland) at Steer. These experiences provided him with a comprehensive understanding of the full project lifecycle, from site identification and feasibility through to planning, design and construction.


What does Paul bring to our team?

Paul brings an in-depth understanding of UK planning regulations, Environmental Impact Assessments (EIAs), and Development Consent Orders (DCOs). He is adept at navigating the EIA, DCO and consenting process, ensuring project objectives are aligned with stakeholder expectations, local and national planning policy. His experience also includes coordinating environmental-related technical inputs associated with visual and operational effects. Paul regularly acts as a key interface between clients, approving authorities, statutory consultees and wider stakeholders. He is a highly capable individual, often tasked with coordinating Create’s various disciplines on complex and high-profile projects, such as Hornsea 3.


Outside of work

Paul likes to spend time with his wife and daughters. He enjoys travel and can often be found attending the Formula One or Wimbledon Tennis Championships.
