Mark Allen

Associate Director

Mark is a Chartered Member of the Royal Town Planning Institute and Transport Planner with 20 years’ experience. He joined Create in 2010 and has played a key role in the leadership and development of our Transport & Highways team.

Prior to joining Create, Mark held a senior role at AECOM where he was responsible for managing teams of consultants identifying and addressing the impacts of traffic applications and development plans. This role was part of AECOM’s Spatial Planning Commission with the Highways Agency. Prior to that, he was an Engineer at Mott MacDonald and delivered numerous development proposals. His time there also included a 12-month secondment to Norfolk County Council as a Development Control Case Officer.

His specialisms include the production and review of transport assessments, as well as travel plans, traffic capacity models and access strategies. He provides expert advice in the preparation and review of planning applications, associated submissions, planning conditions, planning appeal representations, S106 and S278 agreements.

Mark is adept at liaison with highways and local planning authorities and often represents our clients at planning committees. He has played a critical role in the planning and delivery of countless critical infrastructure schemes across the East of England. He can also act as an Expert Witness.

Outside of work, Mark can often be found spending his time with his family.

Paget Road - Studio Partington - Entrance View_B

Our Transport & Highways team have been supporting Cambridge City Council with the first scheme of their Small Sites Programme, Paget Road Garages. The development comprises four semi-detached, three-bedroom homes, parking and landscaping.

Phase One of the Mile Cross Depot Regeneration project in Norwich will deliver 67 socially rented homes on the former City Depot site. Create provided multidisciplinary services to support planning, with approval granted in November 2024.

Saxon Fields by Crocus Homes is a 50-home development in the village of Woodton, South Norfolk. Create provided multidisciplinary services to support the planning application, which received approval in August 2024.
