Dr Saba Manzoor is a Chartered Environmental Scientist and Technical Director leading Create’s Air Quality discipline. With over 13 years’ experience in the UK and internationally, she specialises in air quality assessments, dispersion modelling and environmental impact assessments for large-scale infrastructure, industrial and transport projects.
A graduate of Imperial College London, where she obtained her PhD in Environmental Engineering, Saba has held senior technical and leadership roles at WSP, Royal HaskoningDHV, Atkins and Jacobs. Her portfolio spans developments for clients including national governments, the Environment Agency, international banks and private developers.
Saba’s expertise covers both industrial and transport-related air emissions, environmental permitting, odour assessment and construction dust mitigation. She is highly proficient in the application of advanced dispersion models such as ADMS, AERMOD and CALPUFF, and has presented on best practice in air quality management at national and international conferences.
At Create, Saba is responsible for technical leadership, project delivery and developing new workstreams for the Air Quality team. She is passionate about innovation, mentoring, and promoting STEM careers through outreach and professional engagement with organisations including the Royal Society of Chemistry and the Institute of Air Quality Management.
Outside of work, Saba enjoys travelling – she has explored a quarter of the world – and is actively campaigning as a councillor candidate for North Walworth Ward in Southwark, London, aiming for the May 2026 elections. She loves her pets, Toto and Chocho (dog and cat), and often visits them in Pakistan. Having grown up in Egypt, Russia, Sudan, Syria, Saudi Arabia, and spent some time in Pakistan, Saba draws on her international upbringing to enrich her perspective on life and work.
