Mark is a Chartered Member of the Royal Town Planning Institute and a Transport Planner with more than 20 years’ experience. Since joining Create in 2010, he has played a key role in the leadership and continued development of our Transport & Highways team.
Before joining Create, Mark held a senior role at AECOM, where he managed teams delivering Highways Agency commissions across a range of infrastructure projects. Earlier in his career, he worked at Mott MacDonald and completed a 12-month secondment to Norfolk County Council as a Development Control Case Officer.
Mark brings extensive expertise in transport assessments, travel plans, traffic capacity modelling, and access strategies. In addition, he provides specialist advice in the preparation and review of planning applications, planning conditions, appeal representations, and Section 106 and Section 278 agreements.
Working closely with clients, local planning authorities, and highway authorities, Mark is highly experienced in stakeholder liaison and regularly represents clients at planning committees. He can also act as an Expert Witness where required. Through this breadth of experience, Mark has played an important role in supporting developments across the East of England.
Away from work, Mark enjoys tinkering with cars and spending time with his family, often rounding things off with a good fish and chips supper.
Our Transport & Highways team have been supporting Cambridge City Council with the first scheme of their Small Sites Programme, Paget Road Garages. The development comprises four semi-detached, three-bedroom homes, parking and landscaping.
Phase One of the Mile Cross Depot Regeneration project in Norwich will deliver 67 socially rented homes on the former City Depot site. Create provided multidisciplinary services to support planning, with approval granted in November 2024.
Saxon Fields by Crocus Homes is a 50-home development in the village of Woodton, South Norfolk. Create provided multidisciplinary services to support the planning application, which received approval in August 2024.
